The northern emirates of the UAE have really strange exclaves and borders in the east. Why?

This is geographical.Secondly in northern emirates there is enough migrated nationalities mainly from Baluchistan.Their life style is also different.They have a farming back ground.So they stay only the place where they can do farmings.Another original types of nationals are also there.They are known as Vadu.They are also doing farming.There is no political agreements.After give the nationalities to migrated people the govt.give some free homes to them,mainly located in those areas.
