"Liberals", can you please justify Obama's decision to help Brazil develop its offshore oil while halting ours?

A long term trade agreement with Brazil, whose oil reserves will far outlast those off the US coast will ensure a consistent oil supply. Oil drilling off the US coast has been riddled with problems, not the least of which have been the hurricanes and environmental disputes.
