When is appropriate/inappropriate to say you have management or training experience?

In my current job, which I have held for 14 years, I have never been given the official title or duties of manager or trainer. But I have been the de facto manager and trainer for years, mostly owing to the fact that my boss likes to hire people who are extremely unqualified to do their jobs, and I'm the one who winds up taking the heat when things go wrong. So is it appropriate for me to say I have management or training experience on a resume or job app?
