Question about Ex post facto law (lawyer/law student/legal assistant please!!!!)?

Alright, a bill is going through the California senate to require all bb guns be either painted a bright color (orange/bright purple/white). If this passes, can it force people with previously manufactured guns be painted? Isn't that a ex post facto law? which is illegal according to article 1 section 10 of the Constitution?
