Affirmative Action programs may use race as a determining facto when being implemented in which system?

Officially, it would probably be #4, however, working on an equity committee myself and going through an accreditation process, I can tell you first-hand that we were told, very strongly, that we needed to go out of our way to both recruit and hire minorities. To me, that's just BS!!
